Supplement to the Wacker Chemie Poly 11 Request for TVA Land Use and Section 26a Approval Environmental Assessment

On July 21, 2011, TVA issued a supplement to its 2010 final environmental assessment (EA) and finding of no significant impact (FONSI) for actions related to the provision of direct-serve electrical power to the proposed Wacker Chemie manufacturing facility in Bradley County, Tennessee. TVA proposes to construct and operate a new 23-acre 500-kilovolt (kV) substation at the Wacker site, construct and operate a 2.3-mile-long 500-kV loop transmission line from the TVA Watts Bar-Sequoyah #2 500-kV Transmission Line to the proposed substation, connect the new 500-kV substation to Wacker Chemie’s on-site 161-kV substation, and upgrade portions of the local TVA power system.
The 2010 EA documented the potential effects of TVA’s action in response to a request from Wacker Chemie for TVA land use and for approvals under Section 26a of the TVA Act. These requests were in conjunction with the planned Wacker Chemie facility to manufacture polycrystalline silicon products for photovoltaic equipment and semiconductors.
Power supply needs of the proposed Wacker Chemie plant were not finalized when the 2010 EA was completed, and the provision of direct-serve power to the proposed facility was not addressed in the previous environmental review. Potential environmental effects of TVA’s proposed actions to provide power to the Wacker Chemie facility have been analyzed and documented in the supplemental EA. As stated in the revised FONSI, TVA has determined that the construction and operation of the proposed substation and transmission line would not result in significant environmental impacts.
