Macon County Municipal Airport Runway Extension

On October 8, 2010, TVA issued a finding of no significant impact (FONSI) for the issuance of approval under Section 26a of the TVA Act for proposed stream alterations associated with the planned expansion of the west runway at the Macon County Municipal Airport, in Macon County, North Carolina. The Macon County Airport Authority proposes to extend the runway and the associated taxiway by 600 feet, construct a 300-foot runway safety area, and remove a wildlife attractant area adjacent to the runway. An individual Section 404 Permit was issued by the United States Army Corps of Engineers (USACE) on July 19, 2010.
The Federal Aviation Administration is the lead federal agency for the proposed runway extension project, in accordance with 40 CFR Part 1501.5(c). An EA and a FONSI were issued by the FAA in December 2008 for the proposed runway extension. On April 30, 2010, the North Carolina Department of Transportation’s Department of Aviation issued a “Reevaluation of NEPA [National Environmental Policy Act] Documentation” to account for changes in the project scope since the December 2008 EA was completed. The USACE prepared an environmental assessment (EA) and issued a FONSI on July 16, 2010, for their permitting actions under Section 404 of the Clean Water Act. TVA adopted the EA prepared by the USACE.
