Hartsville Industrial/Business Park

Final environmental impact statement


Members of the local communities in Trousdale and Smith Counties, Tennessee, requested TVA to sell about 554 acres of land within the site of the formerly proposed Hartsville Nuclear Plant for industrial/business development.

In accordance with the National Environmental Policy Act and a Notice of Intent published in the Federal Register on December 27, 2000, TVA prepared a draft environmental assessment (EA) on the sale. The EA examined two action alternatives and no action. The action alternatives were selling the property at one time according to an overall development plan and with development guidelines and restrictions, and selling individual tracts in response to requests from specific companies.

The EA was sent in October 2001 to a number of federal, state, and local agencies for intergovernmental review, as well as to the members of a local advisory committee. TVA solicited comments from the public. A notice of availability of the draft EA was placed in three newspapers: the Nashville Tennessean, the Hartsville Vidette, and the Carthage Courier, and the EA was available for viewing on this Web site. Following a 30-day comment period, TVA prepared a final EA and a Finding of No Significant Impact (FONSI) announcing the decision to make the land available.
