Guntersville Municipal Airport — Joe Starnes Field Proposed New Runway and Airport Improvements
Buck Island, Guntersville Reservoir, Marshall County, Alabama
On September 10, 2009, TVA issued a finding of no significant impact (FONSI) and adopted both a supplemental environmental assessment (SEA) issued on August 18, 2009, and an environmental assessment (EA) issued on July 14, 2005, by the Federal Aviation Administration for the City of Guntersville’s proposal to expand the Guntersville Municipal Airport – Joe Starnes Field runway and other airport improvements. The proposal involves realignment and expansion of the airport to facilitate projected increased aviation activity and to support economic development efforts in Guntersville. The SEA addresses the changes in scope since the issue of the 2005 final EA and FONSI. TVA and the U.S. Army Corps of Engineers (USACE) were cooperating agencies for the environmental review.
The city would require approval under Section 26a of the TVA Act for any fill associated with runway construction, as well as permit approvals under Section 404 and Section 401 of the Clean Water Act from the USACE and the State of Alabama, respectively. The SEA, which included activities to mitigate the loss of wetlands and streams, and the FONSI are presented below along with the 2005 final EA and FONSI.
