Bellefonte Nuclear Plant Site Activities

On July 17, 2008, TVA issued an environmental assessment and finding of no significant impact for various activities at its Bellefonte Nuclear Plant (BLN) site. These activities are designed to allow TVA to realize the value of its existing assets at the site. They could include requesting that the Nuclear Regulatory Commission (NRC) reinstate the construction permits for BLN Units 1 and 2, resuming site maintenance activities, refurbishing an office building, and other minor activities. Undertaking some or all of these actions could help TVA to establish, with a relative degree of certainty, the regulatory framework and licensing basis to be used in studying the feasibility of completing Units 1 and 2. The actions do not include the actual resumption of construction activities for Units 1 and 2. Should NRC reinstate the construction permits, TVA would place the units back into construction-deferred status until a decision is made about whether and how to develop the site for future power generation.
When TVA deferred construction activities at BLN in 1988, Unit 1 was 90 percent complete and Unit 2 was 58 percent complete. In 1994 TVA decided that the units would not be completed without additional financial support but maintained the NRC construction permit.
