Solar Photovoltaic Installations
The Tennessee Valley Authority (TVA) is utilizing the EPA Solar Photovoltaic (PV) Project to test the feasibility of a community solar (CS) business model within the Tennessee Valley region. This pilot program will be initiated by local power companies (LPCs) on behalf of their customers to prepare LPCs for future solar ownership and deployment scenarios.
A CS business model involves the shared investment and associated benefits of a solar PV installation by multiple community partners. A CS project provides an ideal platform to enable LPCs to play a more direct role in the deployment of distributed generation resources. Additionally, CS projects allow end-use customers a new option to participate and engage in a solar PV project in a community-based format.
TVA will install at least 500 kWs of solar PV at TVA facilities, TVA directly served customer locations, or another government-owned facility (including all local public power companies served by TVA), and shall maintain the PV installations for a minimum of twenty years. The project will be implemented through a request for proposal (RFP) process open to the LPC community. Third party vendors and other associated support elements may participate in the RFP process as part of a LPC-lead team. The RFP specifies a general CS model construct, but latitude has been granted to the LPCs to design the final product in a manner which best meets the needs of their customers.
